DR. AVNİ ÇELİK

Chairman of the Board

Born in Çorum in 1950. Graduated from the State Engineering and Architecture Academy, Department of Civil Engineering. In 1974, he founded Sahil İnşaat ve Pazarlama Anonim Şirketi — Sinpaş. In addition to the real estate sector, he also invested in the industrial services, construction, and energy sectors. Today he manages Sinpaş Holding — one of Turkey's leading conglomerates — with 33 companies and more than 2,000 employees. Dr. Avni Çelik also serves as Chairman of GYODER's Supreme Advisory Board, member of the Istanbul Chamber of Commerce Assembly, and member of the Board of Trustees of Istanbul Commerce University, and chairs numerous professional associations and foundations.

 

AHMET ÇELİK

Vice Chairman of the Board

Born in 1962 in Alaca, Çorum. Graduated from Gazi University, Faculty of Economics and Administrative Sciences, Department of Public Administration in 1988. Between 1987 and 1990, he worked in the accounting department of Sinpaş Yapı A.Ş. From 1992 to 2001, he served as Head Manager and Deputy General Manager in the procurement department. Between 2001 and 2007, he held the position of Deputy General Manager while also serving as a Board Member of group companies. Appointed General Manager of Sinpaş Yapı A.Ş. in 2007, Ahmet Çelik has continued to serve as Vice Chairman of the Board of Group Companies since 2013.

Ahmet Çelik has been a member of the Istanbul Chamber of Commerce Assembly since 2009. He also serves as Chairman and Member of the Land Sector Committee, member of the Istanbul Chamber of Commerce Construction Specialization Committee, has served as Chairman of the Board and Board of Trustees of the Boğaziçi Foundation from 2008 to 2014. He has been Chairman of the Board of the Alaca Education and Culture Foundation since 2011, actively serves as Vice Chairman of Konutder's Board of Directors, and is a member of Fenerbahçe Sports Club's Congress.

 

SEBA GACEMER

Board Member / CEO

Born in Istanbul in 1970. Graduated from Anadolu University, Faculty of Business Administration. She began her career as a Sales Specialist in the IT sector after completing the 'Apple Business School' Sales Expertise program of Bilkom A.Ş., the Apple Computer Turkey representative. She played a role in the introduction and sales of computer-aided architectural drawing software across Turkey, contributing to the widespread recognition and growth of ArchiCAD's user base nationwide. To expand her marketing experience acquired in the IT sector, she chose the construction industry. At Sinpaş Group, she managed numerous residential projects for many years — from the concept stage through marketing, sales, and after-sales services — and was named the most successful businesswoman in the construction sector by Dünya Gazetesi during that period.

In 2007, she took part in the IPO of Sinpaş GYO — Turkey's first residential-focused REIT in the real estate sector — serving as Deputy General Manager for Marketing and Sales. In 2011, she became General Manager of Eviya Gayrimenkul Geliştirme ve Yatırım A.Ş., founded within the Sinpaş umbrella. Since 2014, Seba Gacemer has served as General Manager of Sinpaş Gayrimenkul Yatırım Ortaklığı A.Ş. She is a Board Member and Executive Board Member of GYODER, and chairs the REIT Committee. She is a member of the Capital CEO Club. She has been ranked among Turkey's Top 50 CEOs who both shape their industry and lead in R&D, Innovation, and Sustainability, as published by Capital and Ekonomist magazines for the last four consecutive years. She was most recently featured in Platin magazine's list of Inspiring Women selected by revenue and employment figures they manage. She represents her sector and organization as a speaker at numerous summits, conferences, and panels in the construction and real estate sector. Gacemer is married with two children.

 

DURSUN YAŞAR ÇAMURALİ

Group President for Financial Affairs – CFO

Born in 1965 in Bulancak, Giresun. Graduated from Anadolu University, Faculty of Business Administration. He began his career in 1988 as an Accounting Specialist at Cemaş Makine Malzeme Sanayi ve Ticaret A.Ş. Joining Sinpaş Yapı Endüstrisi ve Ticaret A.Ş. in 1990 as an Accounting Specialist, he subsequently served as Accounting & Finance Chief, Deputy Accounting & Finance Manager, Accounting & Finance Manager, Deputy General Manager for Financial Affairs, and concurrently as Financial Affairs Coordinator for affiliated group companies. He managed both the incorporation of Sinpaş GYO A.Ş. and the IPO process in 2007. He also established the Company's Financial Affairs and Investor Relations departments and assumed responsibility for regulatory compliance matters.

Following the merger of Sinpaş Yapı Endüstrisi A.Ş. under the Sinpaş GYO A.Ş. umbrella in 2018, he has been serving as Group President for Financial Affairs / CFO at Sinpaş GYO A.Ş., in addition to his role as a Board Member. Dursun Yaşar Çamurali also serves as a Board Member at Servet GYO A.Ş. and Arı Finansal Kiralama A.Ş., both Sinpaş Group companies, and is a member of Fenerbahçe Sports Club's Congress.

 

AKİF GÜLLE

Board Member – Independent

Born on 19 May 1958 in the village of Aksungur, in the Merzifon district of Amasya. After graduating from Samsun Higher Islamic Institute, he served as a department head at the Ministry of National Education, Head of Personnel Training Department at the Istanbul Metropolitan Municipality, and Deputy Director General at the Prime Ministry's Department of Personnel and Principles.

He was among the founding members of the Justice and Development Party (AKP). He was elected to Parliament as a member of Amasya for the AKP in the 21st, 22nd, and 23rd terms, beginning with the general election of 3 November 2002. He served as Deputy Chairman and Advisor to the AKP Chairman. Gülle speaks English, is married, and has four children.

 

Prof. Dr. Mehmet Lütfi Arslan

Independent Member of the Board of Directors

Mehmet Lütfi Arslan was born in Vezirköprü in 1972. He graduated from Merzifon Imam Hatip High School in 1990 and from the English-Taught Business Administration Program at Marmara University in 1995. He subsequently received his master’s degree in Human Resources Management and Development and his Ph.D. in Economic History (İktisat Tarihi) from the Institute of Social Sciences of Marmara University. Between 2000 and 2002, he lived in the United States, where he pursued graduate studies in Communication, Culture and Technology at Georgetown University.

After approximately 15 years of professional experience in the private sector, primarily in the fields of media and human resources, Arslan joined the Chair of Management and Organization, Department of Business Administration, Faculty of Political Sciences at Istanbul Medeniyet University as an Assistant Professor in 2011. He became Head of the Department of Business Administration in 2012. In 2014, he was appointed Secretary General of Istanbul Medeniyet University (Üniversite Genel Sekreterliği), a position he held until 2018. Arslan was awarded the title of Associate Professor in the field of Management and Strategy in 2015 and became Professor at the Chair of Management and Organization, Department of Business Administration, Faculty of Political Sciences at Istanbul Medeniyet University in 2021.

Between February and May 2021, Arslan served as an advisor at the Human Resources Office of the Presidency of the Republic of Türkiye (Cumhurbaşkanlığı İnsan Kaynakları Ofisi). From May 2021 to May 2022, he served as Head of the Department of Human Resources and Career Planning (İnsan Kaynağı ve Kariyer Planlama Dairesi Başkanlığı) at the same institution. He returned to the university on 1 May 2022 and currently serves as Head of the Department of Management of Civil Society Organizations at the Institute of Graduate Studies of Istanbul Medeniyet University, Director of the Social Cooperation Zone Application and Research Center – SOSYOPARK (Sosyal İşbirlikleri Bölgesi Uygulama ve Araştırma Merkezi – SOSYOPARK), and a Member of the Board of Directors of the Technopark (Teknopark Yönetim Kurulu).

Since December 2025, Arslan has also been serving as Türkiye Volunteering Expert under the EU-funded IPA CARE Project of the Disaster and Emergency Management Presidency – AFAD (Afet ve Acil Durum Yönetimi Başkanlığı – AFAD), which aims to strengthen AFAD’s disaster response, volunteer management and institutional capacity.

Arslan was the founding president of the International GENÇ Association, established in 2008. Through the Association, he contributed to the development and implementation of various projects focusing on youth mobility, career development, disadvantaged groups and social media in cooperation with the Presidency for Turks Abroad and Related Communities (Yurtdışı Türkler ve Akraba Topluluklar Dairesi Başkanlığı), the Turkish Cooperation and Coordination Agency (Türkiye İşbirliği Kalkınma Ajansı), the Ministry of Youth and Sports, the Directorate of Associations, the Istanbul Development Agency (İstanbul Kalkınma Ajansı), and local authorities.

Arslan currently serves as President of the Istanbul Center for Thought and Society Research – İFTAM (İstanbul Fikir ve Toplum Araştırmaları Merkezi – İFTAM), which conducts activities and initiatives aimed at enhancing the knowledge, skills and competencies of young people. He continues his engagement in civil society activities at İFTAM as both an administrator and educator.

In addition to his academic articles on human resources management, human capital, leadership, reputation management, feasibility, volunteering and volunteer management, Arslan has authored and co-authored several academic books, including Human Resources Management (İnsan Kaynakları Yönetimi), Fundamentals of Business Administration (Temel İşletmecilik), Negotiation (Müzakere), Interviewing (Mülakat), How the United States Developed (ABD Nasıl Kalkındı) and Digital Business (Dijital İşletme). In addition, he has authored twenty other books, most of which are aimed at young readers, two of which were published under the pen name Mehmet Köprülü.

Arslan speaks English and Arabic. He is married and has three children.
